With over 28 years of executive technology leadership across both the public and private sectors, GR is recognized for bridging high-level strategy with flawless execution. He excels in cultivating high-value strategic partnerships with global technology vendors and building long-term customer relationships grounded in executive alignment, transparency, and quantifiable return on investment.
Prior to joining Prudent Consulting, GR served as Chief Technology Officer (CTO) for Universal Services at Harris County, Texas, steering enterprise technology operations across Enterprise Applications, IT Infrastructure, Cybersecurity, and ERP Services. His distinguished career also includes serving as CTO for the City of Dallas and holding executive Strategy & Delivery roles at global consulting powerhouses including Accenture, Wipro, and DXC. Across these roles, he has consistently delivered complex cloud migrations, process optimizations, and enterprise-wide digital overhauls across state and local governments, telecommunications, banking, hospitality, aerospace, and defense.
GR actively shapes the future of public sector technology through his advisory roles as a member of the Smart Cities Connect Advisory Committee (SCC), a contributor to the Dallas Innovation Alliance (DIA), and a governing body member of the Dallas Chief Data Officer (CDO) community.
